Abouttheproject
As part of a new development project, NUBU has been commissioned to develop a parent support program for foster families caring for children aged 6–12 years with complex and extensive support needs. The overall aim is to improve placement stability and reduce the risk of unplanned placement disruptions.
The development of the new program will draw on NUBU's extensive experience in research implementation of evidence-based parenting interventions in Norway, including Parent Management Training – Oregon Model (PMTO) and Multisystemic Therapy (MST). The program will also be informed by current research on the effective components of parent support interventions for this specific target group.
The new parent support program will be an independent continuation of the Solid foster care program and will be developed in collaboration with professional expert communities and user organisations.
The project is funded by the Norwegian Directorate for Children, Youth and Family Affairs (Bufdir).

Timelineandmilestones
The procect timeline is from 2025 to 2030 and consists of several key milestones:
Evidence review on risk factors
- Identify risk factors associated with unplanned foster care placement disruptions through systematic reviews and data collection.
- Identify foster families who require additional guidance and support.
Synthesising knowledge from parenting programs
- Review and synthesise evidence from existing parenting support programs for foster families.
- Examine similarities and differences in the needs of children in foster care and assess the relevance of interventions such as PMTO and MST.
- Develop a theoretical model of change and define the core components of the new parent support program.
Developing an evidence-based parent support program
- Develop an evidence-based support program for foster parents caring for children with complex needs who are at high risk of placement disruption.
- Produce program materials and a structured intervention ready for pilot testing with foster families.
Developing a training module
- Develop a training module to support practitioners in delivering the parent support program effectively in foster care settings.
- Produce training materials and practical exercises for implementation.
- Plan training activities and pilot-test the materials, incorporating feedback from key stakeholders to refine and adapt the program.
Testing, co-development and implementation planning
- Establish partnerships with relevant stakeholders to support implementation and evaluation of the program.
- Develop plans for future research, evaluation and implementation.
